Fix IP Rate Limiting

When behind a VPN, Nomad server throws a lot of Your IP is issuing too many concurrent connections, please rate limit your calls when reloading/accessing the UI frequently.

Need to tweak the rate limits in Nomad client/server config to a higher value.

  http_max_conns_per_client = 0
}
