BFD-4389: Add jmx exporter, config to base image

This was evaluated as part of BFD-4382 in the 4375-prod-cluster. This cluster's configuration includes forthcoming changes that facilitate scraping the jmx exporter metrics. The changes here are included in the bfd-server:2.228.0-SNAPSHOT-01 tag which is currently running in the 4375-prod-cluster for demonstration purposes.
