This is functionality intended to be used both in RegistryCI and for users to check if they will pass the registryci check. The aim of the check is to relax the current requirement for breaking changes to be documented in registration time release notes and instead to automatically parse and check the changelog directly, if one exists. We need to both provide true/false and also reasoning to help users understand.
