This pull request introduces a hover animation for developer cards to enhance visual interactivity. When a user hovers over a dev card, it now subtly pops forward, drawing attention and improving user experience.
Key Changes:
Applied a scale transform on hover to create a popping animation
Ensured smooth transitions using CSS for a clean visual effect
Verified that the effect works across common screen sizes and does not affect layout.
