Fix for mission cogito quest issues.
 fix for quest save/load issues
cogito player state:
- Added a dictionary that saves progression counter of active quests.

cogito scene manger:
- Added saving/loading of progression counter of active quests in player_state.

cogito_quest:
- Improved handling of progression counter.
- Commented out quest id as not used. Should be removed later.

Laboratory scene:
- Added Target Practice quest to show how quest progression is used.

Thanks so much for this, you cleaned up a lot of comments as well, really appreciate this.

I forgot that I was still in this PR when I went ahead and finally made it so quest progression counters get saved/loaded properly.
Please pull my latest commet and take a look if you have anything to add, otherwise I'll be happy to merge this into the 1.1.5-rc PR.

The problem with PlayerInventory_FIXED.tres was resolved.

I had to add a new cogitoinventory.tres

file to test the PR.

It turned out very well.

Yeah that was my mistake, I forgot to make the updated inventory local to scene. Have fixed that in 83d116a
