Add quick ECP configuration aliases for hf 14a config --pla

• Add ecp command parameter to hf 14a config --pla, allowing to:
  • Find and use a matching frame inside of ECP frame database:
    - By type: hf 14a config --pla ecp.vasonly
    - By type and subtype: hf 14a config --pla ecp.access.home
    - By type and key: hf 14a config --pla ecp.transit.emv (For EMV express mode);
    - By type, subtype, and key: hf 14a config --pla ecp.access.pairing.bmw
  • Construct a new ECP frame with known TCI and format based on type: hf 14a config --pla ecp.access:02AABB
