Implements a throttling mechanism for the Elasticsearch cluster health check DAG using an Airflow Variable.

  • When the cluster first fails, an alert is sent and an 'in-alarm' variable is set with a timestamp.
  • Subsequent failures will not trigger alerts until 6 hours have passed.
  • When the cluster health is restored, the 'in-alarm' variable is cleared.

This prevents the alert channel from being flooded during an extended outage, reducing alert fatigue for maintainers.
