fix(service): activepieces database failing to start (Closes #7027)

Changes

• Pinned activepieces to 0.21.0 the last known fully working version on Coolify (newer update might have breaking changes so someone who know activepieces very well has to update the template)
• Pinned postgres to v14, setting to latest version causing the database to crash which prevents the service from working
