These are only supported on terminals that support ansi escape sequences. The scrolling region determines what region of the screen future `ScrollUp` and `ScrollDown` commands will operate on.

This is an alternative to #918.
This exposes two commands for setting and resetting the scrolling region. This exactly how ansi terminals operate.
There are no implementations provided for old windows terminals, as this isn't a concept they have.
