This PR adds alerting rule template for the identified key alerting metrics.

IIRC, aren't we supporting this from 9.2.1 ?
As per discussions in previous meeting.

yes, The version should be 9.2.1. Let me update it.

The format_version is getting relaxed to use the Alerting Rule that allows us to use lower stack version. Updated the compatible stack version.

That means we don't need to change the stack version at all right ?

No, The format_version:3.4.0 is compatible with 8.19.0 and 9.1.0. The stack version needs upgrade for integrations that are not compatible with format_version.
