Remove ComplementarityCache in favor of KN_add_compcons

We now have KN_add_compcons. No need for the cache. Old code was broken with a double solve as well.

Actually, we should just drop support for 14. Know we have the JLL, there's minimal reason to keep the old version supported.

We can make a breaking release of [email protected] at the same time.
