Description:
This PR adds the kubectl-resource-usage plugin - a TUI for monitoring Kubernetes pod resource usage.

• Plugin provides real-time resource monitoring
• Supports multiple namespaces and HPA metrics
• All platform binaries built and tested
• Follows Krew plugin guidelines
