Objective
Add PixelRatio related map option and Commands - Kotlin.
Description
Add pixelRatio to the MTMapOptions.Add getPixelRatio and setPixelRatio commands.* Target: map.getPixelRatio(); and map.setPixelRatio();* Constraints: getPixelRatio returns a double* Task: Add getPixelRatio() and setPixelRatio commands + MTMapView wrappers.* Acceptance: toJS matches signature; sample call compiles; ktlint MUST pass, imports must be in lexographical order.* Unit test is written for both of these functions
