`nerveshub/docker-build` image has been deprecated and is no longer maintained. This switches to use the `cimg/base` which is heavily cached and has all the tools we should need for building nerves_system_br images
The goal is to run for every commit, PR, and push which is the default if the filters are not provided. Removing them to reduce confusion since that is what they filters were doing anyway
