Add agama based net-install for TW on s390

• Sync agama media for s390
• Cleanup openSUSE:Factory:zSystems:ToTest
• Add files for s390/base
• Add before files for net-agama

Currently there are no isos, I suppose that the files would have to be extracted somehow from tar files: @DimStar77 @andrii-suse any ideas how to proceed here?
