mintmaker: add controller config for stone-stg-rh01

Add cluster-specific configuration for the stone-stg-rh01 staging
environment to enable Kite integration:

• Create config.json to enable Kite integration and add the API URL
• Add kustomization.yaml that generates a ConfigMap from config.json
• Add patch to mount the config as a volume at /etc/mintmaker

@adelaon FYI, this is a draft patch to show how to add and mount the controller config. You should have permission to update this PR. Feel free to modify it accordingly or open new PR when you need to enable the Kite integration (I'll drop it if you have new PR for this).
This is on top of #9587, once #9587 is merged, I'll rebase this one.
