Summary

add sqlite-watcher workspace crate containing the durable change queue
implement schema (changes/state) with enqueue/fetch/ack/state APIs and directory perms
add queue integration tests covering durability + state round-trips

Testing

cargo fmt
cargo test -p sqlite-watcher
