Update Workflow from Package-template

fixes #171

This Workflow First iterate through each repo and check whether there is change is Workflow files or not if yes, then make a pr for update

see ankitkhushwaha/sunpy#6

How i tested it.

1. first i change cruft.json in my-repo/sunpy to use my-repo/sunpy-package-template for updating template
2. push a commit in my-repo/sunpy-package-template
3. then made a change in workflow file of sunpy-package-template/main branch
4. re run the Action
