…#4677) Change Nursery Withdrawal History table to backend pagination using updated table component from `web-components`. Eventually will build a backend row model table in `terraware-web`, this is just a first round to ensure we have everything we need. Will update package.json to correct version number once terraware/web-components#707 is merged.

In preparation of BE data model support for tables, add props to support this in the table component.
Cleanup pagination text to
useMemo's.
