Drop Python 3.9 (end-of-life as of October 2024) and add Python 3.14 support. It required bumping
numpyandtorchvisionspecifically, and we can remove the dependency tostdlib-listassys.stdlib_module_namesis available since Python 3.10. In PyTorch,torch.jit.scriptis not compatible with Python 3.14+ and is unlikely receive patches as it is marked as deprecated; we skip the associated tests for now.
