Hi Xiaoqian,

Upon the recent discussion, I agree to move the ServiceWorker spec to the WebApps WG.

To move it with a good shape, is it possible to fix the build error?

LINE 80:9 of status boilerplate: While trying to parse a

start tag, ran into some unparseable stuff (<a).
