This PR adds support for lowering of "_builtin_amdgcn_readlane" and "_builtin_amdgcn_readfirstlane" amdgpu builtins to clangIR.
Followed similar lowering from reference clang->llvmir in clang/lib/CodeGen/TargetBuiltins/AMDGPU.cpp.
